Description and objectives

Propulsion Québec, thanks to funding from Natural Resources Canada, has set up the Recharge+ funding program to facilitate the purchase and installation of charging infrastructure for vehicle fleets, workplaces and public places, of members and major partners of the private sector of the cluster as well as to Quebec organizations in the public sector.

While accessibility, costs and the availability of charging infrastructure have been clearly identified as barriers to the electrification of vehicle fleets, Propulsion Québec is launching the Recharge+, to support companies in the electric and intelligent transportation (EIT) ecosystem and Quebec public sector organizations in their electric transition and encourage the adoption of zero-emission vehicles by funding a strategic deployment of the charging infrastructure network. Through this program, the electric and intelligent transportation cluster accelerates and concretely supports the energy, ecological and sustainable transition of the Quebec economy.

Recharge+ funds the purchase and installation of level 2 charging stations and fast chargers up to $100,000 per application. This program will allow you to:

  • Acquire and install charging stations at a lower cost;

  • Encourage the deployment and transition of your electric vehicle fleet;

  • Provide a charging solution for your employees and customers;

  • Make a concrete contribution to GHG reduction targets and the fight against climate change.

Who is the program for?

The Recharge+, supports and partially funds the purchase and installation of charging infrastructure for vehicle fleets, the workplaces and the public places and is intended for:

  • to members or major partners of Propulsion Québec from the private sector (for-profit or non-profit);

  • to public sector collaborators, government organizations provincial, regional or municipal, as well as their public institutions, organizations and Crown corporations of Quebec. Federal organizations, Crown corporations or federal agencies are, however, excluded and cannot benefit from this program.

Eligibility criteria and eligible expenses

The organization must meet the following criteria in order to receive funding from this program :

For private sector organizations (for-profit or non-profit) :

  • be a member or a major partner of Propulsion Québec

Regarding the public sector, only the following organizations are accepted :

  • be a collaborating organization that contributes to the transition of vehicle fleets, that promotes experimentation and innovation and/or that collaborates on a project or activity related to the electrification of transportation.

  • provincial, regional or municipal government organizations, as well as their public institutions, organizations and Crown corporations (including public utilities) of Quebec.

***Please note that federal organizations, Crown corporations or federal agencies are, however, excluded and cannot benefit from this program.***

The application must also meet the following criteria :

In the case of charging infrastructure/station :

  • Be a permanent installation made up of new and purchased equipment (not leased);

  • Be a new installation or an expansion of existing infrastructure (and not the replacement of existing infrastructure);

  • The work carried out must comply with all local codes as well as with current administrative regulations;

  • Have confirmation of site access where the infrastructure will be installed;

  • Charging infrastructure targeting the general public must be installed in a parking area clearly designated for electric vehicle charging;

  • Have the ability to communicate with other stations and/or with a server or the cloud via a mobile/wireless signal or via a connected vehicle, using software to manage usage and/or other capabilities such as real-time usage status of charging stations;

  • Be available on the market and certified for use in Canada, and must include one or more of the following connector types :

    • Level 2 station: have a standard plug-in head of type SAE J1772 or be a proprietary-type connector;

    • Direct current fast charger: include one or more of the following charging connector types: CHAdeMO, SAE J1772 Combo (CCS) or a proprietary-type connector.

  • The station is a product manufactured in countries that have negotiated free trade agreements with Canada. A complete list of free trade agreements is available here. To be eligible for funding, the producing country must have entered into a free trade agreement with Canada and be « in force ».

Available funding

The program covers up to 50% of the project's total costs and up to a maximum amount indicated in the following table :

Eligible expenses

  • Salaries and benefits;

  • Professional services (for example, scientific, technical, management, external service provision, engineering, construction, installation, testing and commissioning of equipment, training, marketing, data collection, logistics, maintenance, printing, distribution, auditing and evaluation);

  • Capital assets, including computer equipment and other equipment or infrastructure;

  • Rental fees;

  • Costs related to environmental assessments.

Ineligible expenses

Ineligible expenses for reimbursement under this program include :

  • In-kind support;

  • Land-related costs (e.g.: property acquisition or land rights);

  • Legal fees;

  • Ongoing operating costs (e.g.: electricity consumption, operating, maintenance, networking, subscription fees, etc.);

  • Costs incurred outside the eligible expense period.

Stacking of assistance

Financial assistance provided by Propulsion Québec via Natural Resources Canada may be combined with that of complementary programs offered by other departments or government agencies and by energy distributors. The total financial assistance obtained from departments or government agencies, energy distributors and Propulsion Québec in relation to the measures must not exceed 75% of total eligible expenses, except where the proponent is a provincial, territorial or municipal government. In that case, the limit on cumulative assistance is 100% of total costs.

Steps to finance the purchase and installation of your charging infrastructure with the Recharge+ program

  1. Expression of interest

    This first step allows the applicant to notify Propulsion Québec of their interest in the program. Fill out the form >>>

  2. Identification of needs

    This step allows the applicant to describe the estimated need in number and types of stations and to notify Propulsion Québec of their need to be put in contact with charging station suppliers and installers.

  3. Planning

    At this stage, the applicant takes the necessary steps to define their project, obtains the bids and quotes necessary to carry out the project. If necessary, Propulsion Québec connects you with potential suppliers.

  4. Prequalification

    This step allows the applicant to submit an official application compiling all bids so that Propulsion Québec can carry out all necessary checks to ensure the project meets all criteria. At the end of this process, the issuance of a favorable notice confirms the acceptability of the applicant's project.

  5. Analysis and confirmation of the application

    Propulsion Québec issues a notice. In the case of an unfavorable notice, an applicant who still wishes to qualify must meet the requirements of the notice and submit a new prequalification application.

  6. Signing of the agreement

    Signing the customized agreement allows Propulsion Québec to accept and deem the project eligible and the applicant to accept the conditions.

  7. Execution of the work

    The applicant carries out the work and provides regular updates on its progress to Propulsion Québec.

  8. Claim

    The applicant completes the form and includes all supporting documents necessary to allow Propulsion Québec to process the claim request and to produce a quarterly report, according to the scheduled timeline.

  9. Receipt of the grant

    Propulsion Québec issues payment to the applicant, according to the signed agreement.

Important dates

Reimbursements will be made every 3 months, to cover the following periods :

  • Period 1: April 1 to June 30

  • Period 2: July 1 to September 30

  • Period 3: October 1 to December 31

  • Period 4: January 1 to March 31

Reimbursement requests will be processed when the acquisition and installation work is completed, and we have received all supporting documents.

Eligible expenses as of: February 7, 2022

Program end: December 31, 2026

Important definitions

Vehicle fleets

The program supports the installation of infrastructure for corporate fleet electric road vehicles. Fleets must be composed of multiple vehicles and be managed by the same owner or the same manager.

Workplace

The workplace is defined as a place where employees perform their duties. The charging infrastructure must be primarily used by employees. Note that charging infrastructure installed at a private residence, even if a business is registered at the same address, is not included in this category.

Public places

This refers to parking areas for public use (e.g.: visitor parking). Furthermore, the same charger may have a secondary use and, for example, be available both for the general public and employees.
