QUEBEC'S ENERGY FUTURE — BILL 69
Propulsion Québec, the industrial cluster for electric and intelligent transportation (EIT), submits to the Quebec government its brief as part of the special consultations concerning Bill No. 69,An Act to ensure the responsible governance of energy resources and to amend various legislative provisions.
"The transportation sector is responsible for 43% of GHG emissions. It is therefore essential to stay the course and continue efforts in transport electrification. However, we are aware that this leads to an increase in energy demand that must be anticipated and mitigated, which is why innovation will be the key to a successful and sustainable transition," says Michelle LLambias Meunier, President and Chief Executive Officer of Propulsion Québec.
"Our sector must contribute to the energy transition: in addition to significantly reducing GHG emissions through electrification, the zero-emission transportation industry develops technologies that promote energy efficiency, notably energy management systems, stationary battery energy storage, and bidirectional charging," adds Michelle LLambias Meunier.
Key recommendations from Propulsion Québec
- Provide mechanisms to properly anticipate energy needs for transport electrification and for the electric vehicle manufacturing sector and the battery supply chain in the Integrated Management Plan for Energy Resources (PGIRE).
- Ensure better predictability regarding the allocation of energy blocks, the energy available for industrial projects, and the timelines for allocation and connections.
- Continue the deployment of public fast charging stations in all regions of Quebec and provide a deployment plan for remote regions.
- Enhance and extend incentive programs for the acquisition of charging infrastructure in order to democratize access to smart chargers and energy management software, for all types of customers (residential, multi-unit housing and commercial).
- Rapidly implement regulations ensuring that multi-unit residential buildings are ready for electrification.
- Establish a reward system for companies that manage their power, and especially their electrified vehicle fleets.
- Ensure that rate-setting for the public fast-charging service by the Régie de l'énergie continues to encourage the transition to transport electrification.
- Support the implementation of intelligent energy management projects and bidirectional charging systems in order to deploy these technologies more widely across the province.
- Ensure electricity rates help maintain the competitiveness of Quebec businesses and support achieving electrification targets.
- In complement to hydroelectricity, which remains the main source of renewable energy, the Government of Quebec should also invest in other sustainable energy sources that are part of the potential mix (e.g., green hydrogen, stationary batteries, solar and wind), according to optimal application.
- Support the battery reuse sector to promote repurposing, notably for storage or recycling.
