Montreal, September 26, 2025- Propulsion Québec, the zero-emission transport cluster, takes note of the Quebec government's willingness to adjust electrification targets to take account of a more fragile economic and geopolitical context.
"While disappointed by this setback, we recognize that some flexibility may be necessary, particularly in the face of trade tensions and the slowdown in the growth of electric vehicle sales in Quebec and around the world. However, it remains essential to preserve a VZE standard and incentives that combine ambition and predictability. The industry needs a clear, stable and realistic signal and framework to invest, innovate and accelerate the transition to zero-emission transportation," says Michelle Llambias-Meunier, CEO of Propulsion Québec.
In the present circumstances, a temporary adjustment of the standard and its deployment rate may be justified, for example, by giving greater weight to plug-in hybrid vehicles (PHEVs) for a period of time.transitory and limited in time.
Quebec has demonstrated exemplary leadership in electrification, and ranks first in Canada for sales of electric vehicles. Sales of 100% electric models now surpass those of hybrids. It will therefore be important that the revision of the standard does not compromise this lead.
A global industrial strategy is needed
Propulsion Québec reiterates that an effective VZE standard must be accompanied by structuring support measures that create a favorable environment for the mass adoption of zero-emission vehicles and the growth of the Quebec ecosystem.
For example:
- Incentives for the acquisition of zero-emission vehicles ;
- Continued mass deployment of charging stations, including in remote areas and multi-unit buildings;
- Increased support for investment in the Quebec and Canadian value chain.
As a major prime contractor, the government must also set an example by progressively electrifying its own vehicle fleets, integrating sustainable development criteria into its calls for tender, and making zero-emission vehicles a showcase for the public and industry alike.
"We invite the government to work with all players in the zero-emission vehicle value chain, from manufacturers to suppliers of vehicle components and infrastructure, to properly measure the impacts of the revised standard and consolidate Quebec's leadership role in electrification," concludes Ms. Llambias Meunier.
