Propulsion Québec, the electric and intelligent transportation industry cluster, has submitted its brief as part of the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs' public consultation on amending theRegulation to implement the Act to increase the number of zero-emission motor vehicles (ZEMVs) in Québec in order to reduce greenhouse gas emissions and other pollutants. This consultation aims to tighten the VZE standard to ensure that 100% of new vehicle sales are VZE by 2035.
"For the past few years, we've been calling for a more ambitious standard to electrify as many vehicles as possible in Quebec by 2025. The cluster is pleased to see that the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs has listened to our recommendations by raising the requirements for automakers. The proposed new standard represents an important step in ensuring that Quebec retains its leadership status, and sets a serious example for the electrification process. We would now like to see this standard extended to medium and heavy-duty vehicles," says Sarah Houde, President and CEO of Propulsion Québec.
Extending the VZE standard to other vehicle types
A VZE standard extended to other vehicle types, such as medium- and heavy-duty vehicles, would stimulate the development and sale of these vehicles in Quebec. This is without mentioning that, according to the Quebec inventory of greenhouse gas emissions in 2020 and their evolution since 1990, 71.7% of the road sector's GHGs come from light trucks and heavy vehicles1. Electrification and emissions reduction for these types of vehicles are therefore of great importance to Quebec. To ensure the success of electrifying this fleet, Propulsion Québec recommends complementary actions upstream, such as :
- Continue to roll out a network of public charging stations for medium and heavy commercial vehicles;
- Support research, development, demonstration (RD-D) and commercialization of medium- and heavy-duty electric vehicles, batteries and new charging and energy management solutions.
- Support local production of medium-heavy EVs and their components.
- Support the development of initiatives to enhance interoperability and intelligent recharging for medium and heavy vehicle fleets.
The importance of anticipating the deployment of charging infrastructures
"The deployment of electric and intelligent vehicles and infrastructure inevitably go hand in hand. If the number of charging infrastructures is not sufficient, it will not be possible to achieve the electrification of transport objectives. It is therefore important to promote the widespread, safe deployment of charging infrastructures across the territory, and to contribute to long-term urban planning that is both forward-looking and visionary in terms of the mobility of the future", concludes Sarah Houde.
