Propulsion Québec welcomes the government's commitment to the energy transition

IMPLEMENTATION PLAN 2025–2030 OF THE PLAN FOR A GREEN ECONOMY

Montreal, June 19, 2025— Propulsion Québec, the industrial cluster for zero-emission transportation, welcomes the measures announced in the fifth edition of the Implementation Plan of thePlan for a Green Economy, presented today by the Minister of the Environment, the Fight Against Climate Change, Wildlife and Parks, Mr. Benoit Charette.

"Despite an uncertain economic context, the Government of Quebec maintains its commitment to decarbonize the transportation sector. It chooses to focus on strategic sectors that contribute to a greener, more innovative and resilient economy. Companies in the zero-emission transportation sector need predictability to invest and innovate, and this plan helps provide clear direction," said Michelle Llambias Meunier, President and Chief Executive Officer of Propulsion Québec.

Continued electrification of transportation

The plan provides for investments of $3.9 billion over five years for the transportation sector, one of the main levers of decarbonization in Quebec. By focusing on electrification, the government is taking a strategic step consistent with its climate objectives. The maintenance of ambitious targets as well as the renewal of incentive programs demonstrate a clear commitment to sustainable mobility.

ZEV sector: continuation of incentive programs

Propulsion Québec had recommended maintaining the incentives essential to the deployment of zero-emission transportation and welcomes the renewal of the following programs:

  • The Ecotrucking Program
  • The Drive Green Program
  • The School Transportation Electrification Program
  • The Transport Green Program

We nevertheless urge the government to remain attentive to the rate of disbursement of budgeted funds to avoid premature closures of programs during the year.

We welcome the $709.1 million over five years to support the electrification of urban buses. However, it will be crucial to support infrastructure adapted to these vehicles and to quickly announce public transit electrification projects to accommodate the first electric buses.

"We will be attentive to the restart date of the Ecotrucking Program and wish to emphasize the importance of having an ambitious and predictable approach to the energy transition. Efforts must be sustained over time to generate the structural effects expected from the industry," continued Michelle Llambías Meunier.

Continued deployment of charging infrastructure

The Plan also provides for:

  • $433.1 million over 5 years for the "charging" component of the Drive Green Program
  • $5.9 million over 5 years to support the deployment of charging
  • $53.5 million over 5 years to support the installation of on-route and off-grid charging stations
  • $308.4 million over 5 years for the Private Sector Support Program for public fast-charging stations
  • The launch of a new financial assistance program aimed at owners of multi-unit housing

These investments will help support the growth of Quebec's charging ecosystem, essential to the large-scale adoption of electric vehicles.

Support for strategic sectors and innovation

Support for the development of innovative products in the electric vehicle industry, for the battery recycling sector, for support organizations, for start-up companies, as well as for the emergence of technologies to reduce GHG emissions throughout the innovation chain are also encouraging measures.
