2022–2027 Implementation Plan of the 2030 Plan for a Green Economy: Propulsion Québec welcomes the new measures announced

Montreal, April 28, 2022 — The Government of Quebec today unveiled its ambitious 2022–2027 implementation plan (PMO 2022–2027) for the Plan for a Green Economy 2030 (PEV 2030), and Propulsion Québec, Quebec's cluster for electric and intelligent transportation (TEI), is delighted to note that TEI are at the heart of the government's economic strategy.

Propulsion Québec warmly welcomes the many investments announced today to reduce greenhouse gas (GHG) emissions in the transportation sector. Totaling an amount of CA$3.48 billion by 2027, these measures will support the deployment of electric charging stations and accelerate the electrification of school transportation, public transit, light-duty vehicles, heavy trucks and specialized trucks.

“These investments move us in the right direction to meet our GHG reduction targets. As noted by the cluster following the publication of the Government of Quebec's budget last March, it is essential to make transportation electrification a priority in order to combat climate change and achieve our ambitious objectives. We are pleased to see today that the government has answered the call with concrete actions. It is absolutely necessary to stay the course on the Sustainable Mobility Policy and align efforts in that regard,” said Sarah Houde, President and CEO of Propulsion Québec.

Here are some investments that will have a major impact on the TEI ecosystem:

Accelerating the electrification of transportation

  • Target increase to 1.6 million electric vehicles on Quebec roads by 2030.
  • New action of CA$50 million for the installation of 250 fast-charging stations additional public stations near homes and workplaces. In addition, the Government of Quebec will fund the installation of additional fast-charging stations in the Circuit électrique.
  • Additional investment of CA$114.5 million to support the electrification of urban buses (totaling CA$524.6 million over five years).
  • Electrification of the government's vehicle fleet : Implementation of the new Government Electric Vehicle Procurement Policy. The government aims for 100% of light-duty vehicles and 25% of trucks to be electrified by 2030. The ambition for 2040 is to electrify trucks to 100%.

Programs

  • Maritime, air and rail transport efficiency program (PETMAF) : The program proposes improvements that will, among other things, enhance assistance to various eligible clienteles such as businesses or municipal organizations. The CA$40.1 million budget, renewed until March 31, 2026, is funded by the Electrification and Climate Change Fund.
  • New Écobus program : This brand-new program has two objectives: to reduce GHG emissions in the private passenger transport industry and to encourage the use of buses, minibuses, vans and other vehicles equipped with low‑carbon technologies. This program has a total budget of nearly CA$42 million over three years.
  • Additional investment of CA$46.4 million in the Écocamionnage program, to support electrification, efficiency and conversion to lower-GHG-emitting fuels in the trucking sector (totaling CA$246.3 million over five years).

Propulsion Québec is pleased to note that certain recommendations made in its report « Electrification of Vehicle Fleets in Quebec », (published in December 2020), aimed at accelerating the electrification of the province's transportation, were considered and implemented, namely enhancing financial assistance programs, improving support for charging infrastructure and extending the government's exemplary role.

« In light of the various investments announced today, we wish to reiterate the importance of considering all types of medium- and heavy-duty vehicles in government assistance, thereby allowing the entire ecosystem to develop and to support cities and municipalities in electrifying their various vehicle fleets. In addition, we also encourage the government to broaden the ZEV standard, currently under review, to include medium- and heavy-duty vehicles.” concluded Sarah Houde.
