Canada's 2022-2023 Budget: Reaction from Propulsion Québec

Montreal, April 7, 2022 — Propulsion Québec, Quebec’s cluster for electric and intelligent transportation, welcomes the significant measures and investments in innovation, transport electrification and sustainable mobility announced in the federal government’s 2022–2023 budget. In its ambitious budget, Canada is betting on the electric and intelligent transportation (EIT) industry as a sector for sustainable economic development and confirms its intention to implement innovative regulations as well as significant incentives to ensure the electrical transition of its economy through zero-emission technologies.

The announcements made by the government will have an impact on the entire value chain of electric and intelligent transportation (innovation, charging infrastructure, the battery sector, public procurement, etc.). This budget also demonstrates Canada’s clear desire to position itself as a leader in the critical and strategic minerals sector.

We feel real support from the federal government for our economic sector. This is excellent news for Quebec EIT companies that operate at all stages of the supply chain. Their activities will be greatly supported thanks to investments in innovation, ZEV policies and regulations for passenger and medium- and heavy-duty vehicles, as well as measures related to charging infrastructure and purchase incentives for ZEVs. These measures match our ambitions in the fight against climate change. Highlights

Numerous announcements related to innovation and transport electrification were made today. Among these, Propulsion Québec highlights certain investments that will have a major impact on the ecosystem:

Transportation electrification

  1. An investment of $400 million over five years to fund the deployment of charging stations in more remote regions (PIVEZ);
  2. The Canada Infrastructure Bank will invest $500 million in large-scale urban and commercial ZEV charging and refuelling infrastructure;
  3. An investment of $1.7 billion to extend the Incentives for the Purchase of Zero-Emission Vehicles (iZEV) program until March 2025;
  4. An investment of $547.5 million over four years to establish a new purchase incentive program for medium- and heavy-duty ZEVs;
  5. The establishment of a regulation on medium- and heavy-duty ZEVs that will require ZEVs to represent 100% of total sales of medium- and heavy-duty vehicles by 2040 for a subcategory of vehicles, as well as regulatory requirements for interim sales by 2030 for the different vehicle categories;
  6. A sales mandate under which zero-emission vehicles (ZEVs) must represent at least 20% of sales of all new light-duty vehicles in Canada by 2026, at least 60% by 2030 and 100% by 2035.


Critical and strategic minerals


The 2022–2023 federal budget is innovative and promising. Among the innovative measures announced today, the implementation of a first strategy on critical minerals, the establishment of concrete incentives to encourage the purchase of electric vehicles in addition to the extension of existing incentives, and the creation of a ZEV standard for medium- and heavy-duty vehicles are by far the most encouraging announcements. Propulsion Québec warmly welcomes the ambitions and support of the Government of Canada.
