Sabel, an American Professor of Law and Social Sciences at Columbia Law School, defined industrial policy as follows:<\/p>\n<\/div><\/div>\n\n<div class=\"component component-quote\" ><div class=\"container\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><div class=\"component component-paragraph\" ><div class=\"container\">\n<p>\u201cThis Industrial policy refers to the measures that redirect economic activity to solve urgent social problems\u2014such as de-carbonizing the economy, accelerating economic growth or achieving shared prosperity\u2014that the market, left to itself, cannot resolve.\u201d<\/p>\n<\/div><\/div><\/blockquote>\n<\/div><\/div>\n\n<div class=\"component component-paragraph\" ><div class=\"container\">\n<p>Each element of this definition echoes the capabilities of Quebec\u2019s Electric and Smart Transportation (EST) industry:<\/p>\n<\/div><\/div>\n\n<div class=\"component component-list\" ><div class=\"container\">\n<ul class=\"wp-block-list\"><div class=\"component component-list-item\" ><div class=\"container\">\n<li><strong>The environmental element<\/strong>: in 2019, Quebec\u2019s total GHG emissions were 84.3 million tCO2eq. Transportation is responsible for 43.3%<sup>1<\/sup>, 36.5 million tCO2eq; i.e., the weight of six Pyramids of Cheops!<\/li>\n<\/div><\/div>\n\n<div class=\"component component-list-item\" ><div class=\"container\">\n<li><strong>The economic element<\/strong>: in 2021, sales in the Electric and Smart Transportation (EST) industry totalled $3.3 billion,<sup>2<\/sup> which is a 300% increase compared to 2016.<\/li>\n<\/div><\/div><\/ul>\n<\/div><\/div>\n\n<div class=\"component component-paragraph\" ><div class=\"container\">\n<p>Besides its positive impact on Quebec\u2019s environmental performance, a ground transportation transition to electric and smart systems would contribute to the province\u2019s economy\u2014specifically to <strong>Quebec\u2019s balance of trade<\/strong> and to its work force, because of the sustainable careers originating in our sector. In 2019, oil imports accounted for 48% of Quebec\u2019s deficit. By contrast, Hydro-Qu\u00e9bec\u2019s profits, including from electric vehicle charging, were redistributed to the Quebec government to develop state services, in what is clearly a virtuous cycle!<\/p>\n<\/div><\/div>\n\n<div class=\"component component-spacer\" ><div class=\"container\">\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div><\/div>\n\n<div class=\"component component-heading\" ><div class=\"container\">\n<h2 class=\"wp-block-heading is-style-h5\">Ambition EST 2030 \u2013\u00a0collective enthusiasm<\/h2>\n<\/div><\/div>\n\n<div class=\"component component-paragraph\" ><div class=\"container\">\n<p>Since 2019, Propulsion Qu\u00e9bec members have been expressing a clear need to <strong>structure and plan our industry\u2019s activities over the years to come<\/strong>. This would stimulate growth in project development and in the Quebec organizations involved in sustainable mobility. With this in mind, Propulsion Qu\u00e9bec created a roadmap of Quebec\u2019s EST ecosystem, completed an analysis of global trends in mobility, and drew up lists of Quebec\u2019s strengths and weaknesses, and of the ambitions of the governments of Canada, Quebec, Montr\u00e9al, and the US. This took place in workshops where over a hundred industry players worked together to identify markets with strong potential in the field of electric and smart transportation. Last June 23, after two years of work, the group made this industrial policy public under the title \u201c<strong>Ambition EST 2030<\/strong>.\u201d The strategy is aimed at EST industry members and structured around <a href=\"https:\/\/propulsionquebec.com\/en\/ambition-est-2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">eight major strategic themes<\/a>.<\/p>\n<\/div><\/div>\n\n<div class=\"component component-paragraph\" ><div class=\"container\">\n<p>Based on 225 concrete initiatives to be rolled out over the next eight years, this EST ecosystem roadmap, which is a true industrial policy for our sector, will provide an opportunity for Quebec to<strong> accelerate its efforts against climate change, and reduce its transportation-related greenhouse gas emissions<\/strong>. It will also improve the mobility of Quebecers, make Quebec businesses more competitive, create sustainable jobs, and boost a key sector of the economy.<\/p>\n<\/div><\/div>\n\n<div class=\"component component-paragraph\" ><div class=\"container\">\n<p>The task of carrying out these initiatives will be shared among Propulsion Qu\u00e9bec, Quebec\u2019s EST organizations, and government bodies. In order to track the implementation of its industrial policy, Propulsion Qu\u00e9bec has created <a href=\"https:\/\/propulsionquebec.com\/en\/ambition-est-2030\/#outil\">an interactive <\/a><a href=\"https:\/\/propulsionquebec.com\/en\/ambition-2030-est\/\">dashboard<\/a> for following up on the 225 initiatives and the mobilization of the ecosystem\u2019s stakeholders.
